Shankar takes over as circle inspector in Ongole, a policeman who reads the law plainly and applies it that way. His wife Kalyani served in the force herself. At the station he meets Kiran, a young constable whose father once worked under him.

Jayamma, who runs errands for the gangster Katari Krishna, sees Kiran with Katari's daughter and draws the wrong conclusion. Kiran pays for that mistake.

Shankar follows the case back to Katari and puts it to him at a village fair. Katari sets out his record as a warning; Shankar arrests him anyway, and what follows reaches past the station and into Shankar's own house.
