Shyam is a college student in love with Radhika, whose father is taking village land that is not his. When Shyam's father leads the resistance and is killed by a bought policeman, Shyam goes after the man responsible and is branded a terrorist for it.

Radhika sees only that last part and turns on him. Shyam leaves for the camps of Dara, who renames him Shaka and sends him back with work to do.

Years later Radhika is engaged to Captain Ranvir, and Shaka is aboard a bus she happens to be travelling on. She tells him to let the hostages go, and the choice he makes there turns Dara, the army and the police all against him at once.
