A retired Army officer takes over as headmistress of a government school that everyone else has given up on: broken buildings, teachers who do not turn up, and children whose parents see no reason to send them.

She runs it like a posting. Absent staff are chased down, money that vanished is traced, and the private school across town that profits from the failure starts losing students.
